We have experience of working with both government and regulators to develop and implement rigorous, effective and sustainable policy.
Public policy is often required to address conflicting interests in an environment of uncertainty and change. Public expectations are rising, and policy is subjected to scrutiny by the media more than ever before. Experience teaches us that good intentions are themselves insufficient to make good policy.
We draw upon a deep understanding of the issues facing regulated industries and the public sector. We combine this with a strong analytical approach to help develop sound regulation and policy that is in the long term public interest.
The accepted model of policy formation tends to separate formulation and delivery. But successful, predictable delivery demands that implementation is considered as an integral part of policy formulation – what might be called ‘the top-level design of policy implementation’. This requires involving those concerned with delivery at the outset. It is often said, but less often acted on, that the more attention policy formation pays to implementation the more effective it will be, and the fewer the unintended consequences.
We believe policy makers and the companies and agencies who implement policy should work together to analyse the situation and problems and to develop their solutions.
