Julian Keeley

Principal Consultant
Julian has extensive experience in telecommunications from both a mobile and fixed perspective. He worked for 25 years for BT and O2 latterly as Head of Regulatory and Carrier Services, O2 UK.

Since 2005 Julian has been working as consultant primarily in the telecoms field in the UK and Ireland with additional experience in the water industry. He has also acted as an expert witness. Julian has extensive experience of working with different stakeholders seeking common ground and finding ways forward. He identifies the key issues at stake in order to clarify where agreement can be found and what are the current sticking points. Such analysis enables movement towards an organisation’s goals.

Julian is particularly interested in the flows of money through organisations and how value is created in the process. Identifying the relationships between revenue and cost at specific parts of the value chain helps both organisations and their regulators to concentrate on the most important questions.
