Helen Lay

Helen specialises in the application of economics and finance to telecommunications and infrastructure network companies as well as public services.

Since joining Indepen, Helen has developed, with the Housing Corporation and Communities Scotland, an econometric approach to comparing costs across the registered social landlords. This has led to the introduction of the ‘operating cost index’ used by both entities as part of their regulatory process. She was invited to speak at the Scottish Federation of Housing Associations finance conference on efficiency in November 2005.

She has also worked on several Ofcom projects on the spectrum issues, such as the economic value of licence exempt spectrum and the costs and benefits of international spectrum harmonisation. In the water sector she has worked on a range of projects that have included demand estimation, efficiency and financial analysis. She was involved with the World Bank team that recently produced the publication “Approaches to Private Participation in Water Services”.
