Steve Buck, formerly Finance and Regulation Director at Thames Water, has joined Indepen as its Managing Director.
Steve Buck said “I am very much looking forward to working with Ann and the team at Indepen. I have always valued the way in which Indepen takes a broader view and helps clients define the real challenges they face. They also recognise that providing practical solutions requires managing the complexity of the real world and the myriad of relationships at work.”
In welcoming Steve, Ann Bishop commented “I am delighted that Steve has agreed to join us. BT Global Services has published a report into the economic benefits to companies of competitive electronic communications services. The report comprises of a number of individual submissions including one on ICT, Connectivity and Productivity by Brian Williamson.

In the last month Indepen has had two reports published by the telecoms regulator Ofcom. The first focused on aeronautical and maritime spectrum pricing and was written with Aegis. The second was written with Quotient and examined the use and potential use of unused higher frequency spectrum particularly for license exempt applications.

Invited to speak by Ofcom Brian Williamson spoke at a European seminar entitiled ‘Regulatory challenges posed by next generation access networks’. He spoke on 'Risk, Reward and Efficient Investment' at the seminar on 27th March 2007.

The BBC has published an Indepen report entitled ‘Intervening to secure UHF spectrum for HD PSB’. This is part of the BBC's submission to Ofcom on the Digital Dividend Review. The report considers the private and social benefit from assigning UHF spectrum to deliver high definition public service broadcasting.

House of Lords ad hoc Select Committee on Regulators
The Select Committee on Regulators is a newly established ad hoc Committee of the House. The Committee's remit is to 'consider the regulatory process'.
Indepen submitted a memorandum of evidence focused on the development of economic regulation in the water sector.

In January Ofcom published an Indepen report on the economic value of licence exempt (LE) spectrum. The study was carried out by Indepen with inputs from Ovum and Aegis and looked at:
- Predicted future demand to 2020 for key LE applications
- Projected the economic value of each application
- Made assessments of how interference effects might reduce this economic value
- Assessed the costs and benefits which different levels of harmonisation of LE spectrum might bring to the UK.

Indepen are pleased to announce the recruitment of David Black. He has strong consulting experience of the energy and telecommunications sectors and has worked in both the New Zealand and UK governments. David’s move to join Indepen from New Zealand will benefit our international understanding and bring experience that will be essential in further developing our telecoms and media expertise and energy thinking.
With David coming soon after Kathryn Oakley’s arrival Indepen has greatly enhanced both the breadth and depth of its offering.

Commenting on Kathryn’s appointment, Ann Bishop, Managing Director of Indepen, said: “We are delighted to welcome Kathryn to our team. David Lewin spoke at the IIR Interconnection 2007 conference in Budapest at the end of January. He presented two related papers – one to look at how next generation networks will impact telecommunications competition and another considering the regulatory challenges which the move to fibre access and next generation core networks pose.
